How I make policy – the Fourth Way

Many people ask what I mean when I refer to the ‘fourth way to politics in the information age’. It is quite simple, can can result in many win-win situations where everyone gets what they want, even if does not look like anything they originally had in mind.

If one thinks of most issues – they are polarised. There is one position and then an opposite which people hold and argue vehemently. These are the first and second ways. The third way is a bad compromise which gives no one want they want, just a ‘half-way house’ nothing like the real thing. The fourth way on the other hand, takes the best of the first, the best of the second, and proves the third way to be flawed.

An example I will use is that of the constitution of the United Kingdom. At present we have a monarchy and the different British nations are all part of the same state and not independent. In terms of the three ways, they look like this:

  • Wales – first way: Part of England; second way: independent; third way: devolution
  • UK Monarchy – first way: Absolute monarchy; second way: republic; third way: constitutional monarchy

One can see that in the UK at the moment we have the third way on both these issues. My fourth ways (others are possible) are these:

  • Wales: Wales is independently constituted as a nation state, but is also part of a ‘British Isles Customs Union’ and the European Union. This means Wales is both independent and part of ‘the Union’ at the same time.
  • The Monarchy: The Royal Family exists as a tourist attraction but they are not part of the state – in the same way Mickey Mouse is a tourist attraction in Florida but not part of their government.  The monarchy is replaced with a president, who is not all powerful like in a republic, but is appointed on a rotational basis by picking the premier from the different nations that are part of BICU – England, Scotland, Wales, Ireland.

Public and Media Relations Policy

I have adopted the following policy for use by people who wish to contact me. I get enquiries from the media, researchers and/or students every day, particularly on Internet trolling and Internet addiction, so this policy should help people who wish to contact me to understand the ways in which I am able to help them most effectively.

Information

If you need someone to find some information or other thing for you about a topic I am knowledgeable in then I am unlikely to want to be contacted and help with your enquiries without a give-and-take relationship, which I’m sure you’ll think is fair. I am happy to give you good leads, pointers to and sources of information to help build your research or article. I think it is only fair if I use my time to help you with your work that you present me as a good person and:

  • Give me airtime, such as being interviewed in a radio debate or have a vox-pop recorded for a programme, as ITV kindly did here;
  • Give me column inches, such as quoting me in your news article or op-ed; and/or
  • Otherwise mention me or quote me in the media format you work with.

I am very happy to provide guidance to students who are completing assignments at present, to ensure they get off to a good start in life, and I can often make the time to help other researchers to. All I ask is that they stick to topics where I have clear expertise and cite the work of mine to avoid plagiarism. If allowable I’d like them to put their assignment or research online for Google Scholar to index. My peer-reviewed work that I’d am keen to speak about and be cited on can be found in the publications section.

AV/Internet Requirements

I regularly use PowerPoint presentations my speeches and where appropriate video and audio for added effect. I am keen on audience involved, particularly at venues that use Twitter so I have to “think on my feet.” I always like to be speaking at events were the audience can ask questions.

My belief and value system

My values, which I have derived through an empirical factor-analysis, are what I use to guide my choice of beliefs at any point in time. These are-

  • Equality in Opportunity
  • Equality in Understanding
  • Equality in Relevance
  • Freedom of Aspiration
  • Freedom of Choice
  • Freedom of Expression

In interacting with the world, one’s values will guide the way one responds to the beliefs expressed by others and considered by oneself. If one tries to assert both one’s values and associated beliefs onto others I call this morality, which has no place in a democracy. If however one tries to convince others of one’s beliefs while respecting their own values then this is what democracies are all about.

Take a look at some of the competing belief systems I wrestle with in trying to find the perfect ‘truth’.

The Literary belief set

My literary belief set are those beliefs I have developed from reading literature or examining other media texts from which I have constructed a social reality. The following are types of Literary belief:

  • Religious beliefs. There are those things I think Biblical texts say, those things I think people of certain faiths believe, and there are those which I think support my values and should form part of my religious identity.
  • Cultural beliefs. There are those that I think established media texts say, those that I think people of different protected characteristics generally hold, and there are those that I think reflect the way I see myself through my values and should therefore become part of my individual cultural identity.

The Experiential belief set

My experiential belief set are those beliefs I have developed through interacting with the world and the people in it, reflection on these, and verification of them with other sources such as research papers and philosophical books and texts. My experiential beliefs include:

  • Scientific beliefs. There are those that I think established scientific texts and my own empirical and theoretical evidence says, those I think people of different scientific philosophies believe, and there are those which I think can help realise my values when used in a particular way.
  • Political beliefs. There are those that I think established political texts say, those I think people of different political positions believe, and there are those which I think support my values and form part of my political identity.
  • Personal beliefs. There are those that I think my mind and body want be to believe, those that I think those in society would prefer me to believe, and there are those that I believe that support my values, which I need to train my mind and body to believe  – one could call this my ‘soul’.

The role of my website

  • My weblog and blog aim to reconcile my personal beliefs with all the others.
  • My letters and op-eds aim to create debate in the public sphere around these discussions
  • My notice board and policies aim to present my best reconciliation that supports my values and beliefs while recognising and allowing others as well.
  • My publications aim to present a theoretical grounding of my understanding of the world, and evidence to inform the development of my ever changing and developing set of beliefs.

I reserve the right to add or remove any comment in the interests of fairness, balance, accuracy and decency. This is to ensure that debates through the online community features on this site are not dominated by a single person or point of view so that everyone gets the chance to express themselves and hear all sides of the debate.

After that time, providing the opinion is not expressed elsewhere, such as in a blog linked to this site, such as through trackbacks, it becomes my property for the purpose it was originally collected, which is to facilitate debate. Any comment or material posted to this site, whether by I or anyone else, should be considered to be provided without prejudice. That is, it cannot be used as evidence in a court of law, particularly where doing so would bring into question someone’s reputation, their honesty or their integrity.

Complaints Procedure

When I receive your complaint I will identify, if you have not clearly stated, the aspects of my good practice guidance to which the aspects of your complaint concerns.
Following this, I will identify whether any aspect of your complaint involves a breach of the other rules or procedures governing the relationships between myself, you and others.

My Six Deadly Sins

1. Denying opportunity

It is sinful for others to deny me opportunities by applying dissimilar conditions to me compared to others or by not making adjustments for me in order to be treated equally to others

2. Denying understanding
It is sinful for others to assume bad faith in me, or otherwise not make an effort to understand me or help me understand them, especially if they wrongfully suggest I should harm or have harmed myself or others through action or inaction by either one of us at any point in time.

3. Denying relevance
It is sinful for others not to respect that I may be different from them and hold different interests or goals to them or to question my choice of persons I associate with or the places I assemble.

4. Denying aspiration
It is sinful for others to not accept my aspirations to achieve a particular profession or occupation, any qualification that may lead to such, or any social or other status.

5. Denying choice
It is sinful for others to reduce the choices available to me as compared to others or to only present choices which contradict my protocols and commandments

6. Denying expression
It is sinful for others through action or inaction to prevent me from expressing myself at the opportune moment or otherwise to suggest or compel that I should not have the right to say what I wish
